Schools for rag-pickers and deprived would soon be a history for Jharkhand. The latest step of the HRD ministry would soon enable the poor parents to send their wards in school of their choice instead of the government or the charity schools.
The students would be getting fees vouchers that can be used to pay their school fees. The scheme would give the parents a choice of education for their ward. The HRD ministry has agreed to go with the plan and would be starting a pilot project in three districts for the same.
This decision of the HRD ministry came after a Jan Sunwai on the issue was organised by Centre for Civil Society, a non-profit organisation that is running the School Choice Campaign in the state for past one year.
“The Education Minister Bandhu Tirkey has agreed to start pilot projects of school vouchers in three districts of the state immediately. The districts are likely to be Dhumka, Ranchi and Hazaribagh,” Baladevan Rangaraju, Associate Director, School Choice Campaign.
Meanwhile, the deputy Mayor Ranchi Ajaynath Shahdeo expressed his happiness over the agreement. “The plan should work. The Education Minister has verbally agreed to go with the project. Once the paper work is done the project would start,” Shahdeo added.
The Jharkhand School Choice Alliance organised a mega Jan Sunwai in Ranchi on Oct 03. More than 4000 people from all over Jharkhand participated in the event and showed support to the idea of school vouchers.

A delegation of the alliance met with Mr Bandhu Tirkey, the Jharkhand Education Minister and the Education Department officials to explain the advantages of school vouchers and discuss voucher based solutions to Jharkhand’s schooling problems. The delegation also presented more than 3 lakh signature petitions demanding school choice in Jharkhand.
“The pilot projects will help evaluate the customization of the school voucher idea to solve problems specific to Ranchi. It is a great way to start. Jharkhand might be backward in other aspects, when it comes to taking initiatives to improve access to and quality of education, adopting the school voucher idea will put Jharkhand among the pioneers,” claimed Parth J Shah, National Campaign Coordinator.
